Description
It's clear that the Palace of Devastation currently maintains this position: when the Soulless are involved in an incident, they may intervene according to regulations. Until that point, all actions are characterized as a struggle between regional forces for power. But war approaches, and you cannot stand aside, so you must turn to the elder to learn more details about the current situation.
